Convert e-invoices from UBL to CII (and back)
Upload an e-invoice above and choose the target format. The converter reads the invoice data according to EN 16931 and writes it in the other syntax: UBL ↔ CII, ZUGFeRD / Factur-X to XRechnung, XRechnung to a ZUGFeRD PDF, or a Peppol BIS Billing 3.0 file. Useful when a customer’s system or portal accepts only one of the formats.

UBL and CII: two syntaxes, one standard
The European standard EN 16931 defines what an e-invoice contains. It allows two XML syntaxes for how it is written: UBL (Universal Business Language, from OASIS) and CII (Cross Industry Invoice, from UN/CEFACT). Both carry the same business information, so a conversion is possible without losing standard data.
Who uses which format?
| Format | Syntax | Typical use |
|---|---|---|
| XRechnung | UBL or CII | German public authorities, German B2B |
| ZUGFeRD / Factur-X | CII inside a PDF | Germany and France, B2B |
| Peppol BIS Billing 3.0 | UBL | Peppol network, e.g. Belgium and many other countries |
Limits of a conversion
Data outside the standard — for example extension fields or proprietary notes — may not have an equivalent in the target format. The converter reports such cases. Also, national rules differ: an XRechnung needs a buyer reference, a Peppol invoice an electronic address for seller and buyer. Check the result with the validator.
Tips
- XRechnung requires some details other profiles don’t (e.g. buyer reference, seller contact) — add them before downloading.
- To be safe, check the converted file with the e-invoice validator.
- Peppol BIS and XRechnung are both based on EN 16931, but each adds its own rules.
