What is Peppol BIS Billing 3.0?
Peppol BIS Billing 3.0 is the invoice specification of the Peppol network. It is based on EN 16931 and uses the UBL syntax. In Belgium, Peppol BIS is the default standard for the mandatory B2B e-invoicing in force since 1 January 2026, and many public buyers across Europe receive invoices via Peppol. Background: What is Peppol?.
Creating vs. sending
Peppol is a network: invoices travel from the sender’s access point to the recipient’s access point. This tool creates a correct Peppol BIS file, but it does not send it — PDF Magician is not a Peppol access point. To transmit the invoice, upload the file to your access point provider, accounting software or the portal your customer uses.
Fields that matter for Peppol
- Electronic address of seller and buyer (e.g. scheme 0208 for the Belgian enterprise number, 9930 for a German VAT number).
- Buyer reference or purchase order reference — Peppol requires at least one of them.
- VAT category codes per line, e.g. standard rate, exempt or reverse charge.
- Payment means with IBAN for credit transfers.
Tips
- Invoices to German authorities need the buyer’s Leitweg-ID as buyer reference — check it first with the Leitweg-ID checker.
- Customers, articles and company details are stored only locally on your device.
- For credit notes and corrections, always reference the original invoice number.
- Check the result in the e-invoice viewer and the validator.
